Job Description:

  • To provide highly skilled and adaptable expertise to the workplace’s transformation, change and programme management function, and have responsibility for driving the workplace’s transformation and change programme, ensuring work remains aligned to the workplace’s priorities. To work closely with the senior leadership and stakeholders to ensure effective business change, specifically and most importantly, contributing to the successful implementation and closure of major change programmes across the workplace.
  • Provide coordination and consistency of performance and standards working within the corporate governance and programme management framework to successfully develop, implement, manage and monitor programmes and projects within time, cost and quality parameters; resolving issues and taking corrective action as appropriate.
  • Management responsibility for Transformation,Change and Programme Management Office staff and any staff assigned to the post holder including short term Project Managers, third party contractors and other staff from within the workplace and a range of organisation.
  • Work with corporate support services and other departments to manage and coordinate dependencies and benefit realisation across programmes and projects, maintaining ther overall integrity and coherence of the programme, and developing and maintaining the programme environment to support each individual project within it.

Main Responsibilities of Post:

  • Directly responsible to the Head of Transformation and Change PMO. Managing the performance of the project team(s) and maximising the efficient allocation, and co-option or appointment of people, resources and skills within the projects. This is a senior role and as such the post holder will receive minimal line management direction and will have extensive autonomy in the range of decisionmaking and powers in developing their area of responsibility.
  • Expected to deal with complex problems on a regular basis, frequently using own initiative to reach creative solutions, or making recommendations to the Head of Transformation and Change PMO, Strategic Directors, Assistant Directors, Departmental Management Teams and Elected Members.
  • To influence, support and work with senior leadership to drive forward the workplace’s change and transformation programme, by embedding and supporting a learning and responsive management culture based on championing high standards of performance through ensuring the delivery of outputs or services from the projects meets programme requirements, and is to the appropriate quality, on time and within budget.
  • Take lead responsibility for effective stakeholder management and communications across programmes and projects, managing internal and external suppliers, to identify and realise the benefits of the Programme and their linkages to other workplace and partner Programmes in line with corporate priorities for the District.
  • To contribute significantly to the Programme function by developing and implementing the programme’s governance framework, providing guidance and advice around the workplace’s corporate Programme and Project management framework, ensuring consistency and compliance across the workplace. This will include actively initiating extra activities and other management interventions wherever gaps in the programme are identified or issues arise and seeking feedback to ensure continuous improvement.
  • Responsible for the development and management of effective governance arrangements, performance, monitoring and compliance measures and procedures and for maintaining effective relationship with key internal and external stakeholder groups including Government Departments, Funding Organisations, Elected Members, and Senior Officers of the workplace and other Partnership Organisations to ensure successful implementation of the Programme.
  • To facilitate the design of, and undertake significant projects and processes aimed at solving complex policy or organisational problems, ensuring the day-to-day of programmes, achieving the workplace’s priorities, and reaping maximum benefit from opportunities to change, transform or improve services for citizens, communities, other stakeholders or the organisation itself.
  • Establish, lead, coordiante, manage and monitor the various Project Delivery Teams, ensuring project and programme progress reporting is maintained, including project briefs, project initiation documents, business cases, stakeholder plans, communication plans etc., with appropriate performance monitoring and escalation systems in place at all stages of a project to ensure effective and efficient delivery of projects and programmes.
  • To oversee consultation and engagement with service users and providers, and professionally represent the workplace at internal and external networking events, conferences and meetings as required.
  • Managing and resolving any risks and other issues that may arise and for reporting to the Boards, Groups or individuals to ensure risks are managed and mitigated.
  • To secure and understand the interdependancies between the delivery of such a major programme and their benefits in relation to current local, regional and national policy.
  • To lead and/or contribute (as appropriate) to the preparation and presentation of reports, in a pre-agreed format to Boards or Groups within the workplace’s change and transformation programme.
